Where Construction Debris Actually Goes Around Visalia
In California the streams are not just a cost question any more. On a permitted job they are the compliance record too.

Why municipal collection does not fit
The City of Visalia runs a genuinely good solid waste operation — it collects its own residential and commercial waste rather than contracting a franchise hauler, and it is explicit that maximising diversion from landfill is its primary focus.
But it is a collection service sized for carts. A renovation produces drywall, timber, stucco, tile, cabinetry, flooring and roofing in volumes that would swamp any cart system, and demolition produces concrete by the ton.
The five streams worth separating
1. Clean concrete, block, asphalt and masonry
Rebar is generally fine; timber, plastic and general debris are not. Its own 10 yard, part-filled. Clean inert material has a cheaper route, and on a demolition job it is usually the single largest tonnage — which makes it the biggest single contribution to a diversion percentage.
2. Clean untreated wood
Untreated, unpainted, no laminate, fasteners out where practical. Under state rules this is organic waste with its own route to a green waste or biomass processor. See below — this is the stream that decides most jobs.
3. Scrap metal
Ductwork, water heaters, structural steel, fencing, rebar offcuts, appliances and — in this county — aluminum irrigation pipe by the truckload. Positive value as well as diversion credit.
4. Cardboard and packaging
New-build and fit-out work generates it in enormous volume and it fills a container faster than anything else on site. Flattening it is the cheapest volume saving available anywhere.
5. Green waste and land clearing
Orchard removals, vine pulls, brush and tree work. Bulky, light, and with its own processing route locally — Wood Industries on Avenue 296 in Visalia and Tulare County Compost and Biomass on Road 140 in Tulare both handle wood and green waste.
Concrete and hardpan: the weight traps
Concrete runs around two tons per cubic yard. Slab, footings, driveway, patio and block wall all belong in a 10 yard, part-filled. A large container of concrete is unhaulable long before it looks full.
Hardpan is the local addition. Across much of this valley a cemented layer sits under shallow topsoil, hard enough to stop an auger and dense enough to price like rubble. Any excavation that goes through it produces substantially more weight than the volume suggests, and footing and utility trenching routinely does.
Soil generally runs around a ton and a half per cubic yard. Site spoil is heavier than almost anyone estimates.
Clean wood is the valuable one
The stream that decides whether a job hits its diversion target, and the one most commonly wasted.
SB 1383 defines organic waste to include non-hazardous wood waste. So framing offcuts, demolition lumber, pallets and orchard wood all sit in the same category as yard trimmings, with a processing route that a mixed container does not have.
On a framing or renovation job, wood is one of the largest streams by volume. Separate it and keep it clean and you are a long way toward a 65% target before doing anything clever.
The trap: most exterior wood on a property here is treated — fence posts, deck boards, patio structures, retaining timbers, vineyard stakes. Treated wood is excluded and is handled under its own regime in California. A single treated post in a clean wood container contaminates the load, and on a permitted job it costs the diversion credit as well as the cheaper rate.
Documentation is part of the job now
The change that separates California from every other market this business operates in.
SB 1383 updated CalGreen so that applicable projects must divert at least 65% of C&D debris, file a waste management plan with the permit application, and maintain recycling receipts as proof.
What that means on site:
- The tickets are the compliance. Keep every one, and make sure each states the material as well as the weight.
- Nominate one person to hold them. Tickets in six trucks do not assemble themselves.
- Tell your hauler at booking that the job is under a diversion requirement, so the containers are set up around streams rather than convenience.
- Ask a mixed-C&D facility for its documented recovery rate rather than assuming one.

Dust obligations on a live site
The other California layer, and one that catches contractors arriving from out of state.
The San Joaquin Valley Air District's Regulation VIII requires property owners, contractors, developers, equipment operators and farmers to control fugitive dust, and requires a stabilized surface — one resistant to wind effects — on previously-disturbed vacant areas, unpaved roads and traffic areas, and outdoor bulk storage piles.
Practically, on a debris-producing site:
- Load damp when breaking concrete, block or stucco
- Get material into a container rather than heaping it on bare ground, where it becomes a named bulk storage pile
- Cover containers holding fines between sessions
- Do not leave scraped ground bare through a wind event

Job-site setup that saves money
- Place containers where the work is, not where they are convenient for the truck. Labour spent walking debris across a site is the largest hidden cost in waste handling.
- Run a separate 10 yard for concrete on any job producing it.
- Give clean wood its own container and label it physically.
- Set up a cardboard point by the trades' entrance from day one.
- Brief every trade, and again when a new crew arrives — one subcontractor can contaminate a stream.
- Pull the metal. On rural and agricultural jobs there is far more than you expect.
- Check the overhead before the trades arrive — twenty-two feet, and this area has real tree canopy.
Scheduling around the trades
On a phased job the container schedule should follow the trade sequence rather than sitting through the whole project.
A typical renovation runs: strip-out first, the heaviest and dirtiest phase, wanting a container on site continuously; then framing and mechanical, producing steady moderate volume plus the clean wood stream; then finishes, producing packaging and offcuts in bursts.

Two local scheduling notes. Winter tule fog genuinely affects early starts in this valley and can delay a first delivery — worth building a little slack into a December or January program. And if your site is out in the county rather than in the city, remember there is no municipal collection at all out there, so the container is the only route for everything.
